تمر العديد من المؤسسات التابعة بصورة مباشرة أو غير مباشرة لكنائس لازمات متكررة، مما يضع عبء كبير على المخولين بإدارتها ويسبب ضررًا كبيرًا مما قد يفقدها مصداقيتها واستمراريتها.

ولا توجد مشكلة واحدة ممكن وضع الإصبع عليها ومعالجتها وانما مجموعة من المشاكل التي تسبب هذه الأزمات، بعضها خارجي وبعضها داخلي. وسأحاول في هذا المقال التركيز على بعض هذه المشاكل كالاتي برزت مؤخرا في موضوع مستشفى “المطلع” (اوغستا فكتوريا) الذي يملكه الاتحاد اللوثري العالمي ومقره في جنيف.

نتج الموضوع بالأساس عن تفاقم غير مريح لكمية الاشاعات غير الموثّقة وغير المعروف مطلقها والتي يبدو انها وصلت الى المسؤولين عن المستشفى في جنيف. وقد قادت الى عقد جلسة استماع يوم الخميس القادم سيحضرها مدير مستشفى المطلع الدكتور المحبوب من المقدسيين والفلسطينيين وليد نمور للرد على خفافيش الليل.

وقد كان من الطبيعي ان مجرد نشر عريضة لدعم الدكتور وليد نمور على موقع اليكتروني، أن انهالت التواقيع بأسماء حقيقية ورافقها تعليقات تشيد بمدير المستشفى ويديّه النظيفة وقلبه الحساس ودوره المتناهي في خدمة الجميع بدون استثناء وبدون تمييز.

والمعنى الواضح لذلك هو انه توجد فجوة ضخمة في المعلومات بين ما يجري على ارض الواقع (وليس معلومات مصطنعة ومختلقة من قبل أفراد قليلين مجهولين وعبر منصات لا تصرّ على تعريفهم) وبين أصحاب القرار في بلد آخر.

لا شك أن أي مؤسسة في العالم تعتمد نظام إداري هرمي ووجود المالكين خارج البلاد تكون عرضه لموضوع الاشاعات، وهنا يكمن بيت القصيد. فمن الضروري لكل مؤسسة مملوكة أو تحت سيطرة مؤسسة خارجية ان تضع آلية محلية قوية تضمن وصول المعلومات الصادقة وتدحض الشائعات الكيدية قبل تفشيها.

مقدسيون ينتفضون للدفاع عن مدير مستشفى “المطلع”

ويفيد اشخاص مخلصون في المستشفى ان هنالك في جنيف مديرة متنفذة لخدمات الاتحاد العالمي اللوثري قامت في العام الماضي وبطرق غير مفهومة بإلغاء مجلس ادارة مستشفى المطلع حيث كان الدكتور ناصر القدوة الفلسطيني الوحيد من بين 12 عضوا اجنبيا ومن جنسيات مختلفة اضافة الى مطران الكنيسة اللوثرية آنذاك. فاستبدلت هذا المجلس بلجنة استشارية غير فعالة وبها فلسطينيين اثنين هما الدكتورة علا عوض والاستاذ سام بحور. وحسب هذا المصدر فأعضاء هذه اللجنة لا يعلمون كما يبدو بما يجري في المستشفى. وهذه المديرة الفنلندية واسمها ماريا امونين (Maria Immonen) استلمت سلطات مطلقة في إدارة المستشفى هي بالنهاية تود ان تديره من جنيف وهي تعتقد انها تفهم وتعلم بكل شيء يختص به. هنا يكمن اساس المشكلة. البعض لا يستبعد ان تقوم امونين في المستقبل بتعيين مدير أجنبي لأنه من الواضح ان لديها هذه النزعة.

فالمطلوب هو ان تقوم إدارة الاتحاد اللوثري بالتعاون والتنسيق مع المطران سني عازر والقيادات المحلية ذات المصداقية وبأسرع وقت ممكن، بتشكيل مجلس أمناء او مجلس استشاري قوي مكون من أبناء وبنات الوطن ذوي المصداقية العالية، حتى تكون سدًا منيعًا يحجب ويرد على الشائعات المغرضة، ويقدم النصح والتوجيهات الصادقة لأصحاب القرار.

إن مجرد تعيين مجلس استشاري محلي قوي والاستماع له سيقلل من الاشكاليات ولكن لن يحلّها كلها. فكما رأينا في مؤسسات أخرى، فإن الفردية في استغلال المنصب حتى في تلك المجالس يؤخر أو يعطل إمكانية التقدم أحيانًا.

لقد مرّت شعوب العالم في فترة الاستعمار وخرجت منها. ولكننا في الوطن العربي وبالذات في فلسطين والأردن لا نزال نعاني من وجود استعمار ديني يبقى خفياً أحياناً ويخرج الى الواجهة أحياناً أخرى تحت مسميات وحجج مختلفة. وقد كان آخر تلك القرارات بتعيين بطريرك إيطالي لا يتكلم العربية في موقع قمة الكنيسة اللاتينية في فلسطين والأردن وذلك بحجة تصرفات خاطئة لبعض المسؤولين العرب من نفس الكنيسة وهذا بحد ذاته يعكس تعميم غير مقبول وفوقية غربية مقيتة.

لقد قام ويقوم الدكتور وليد نمور حسب شهادات القاصي والداني بأسمائهم بعمل ممتاز، ولكن خفافيش الليل وحتى ربما بعض رجال الدين المسيحيين من نفس الطائفة المتخفين وراءهم يقومون وللأسف بمحاولة استبدال هذا الانسان الرائع كي تزيد قوتهم ولكي يبتزوا مؤسسة صحية رائعة قدمت وتقدم الخدمات المجانية للمرضى من رفح جنوبًا إلى جنين شمالًا وبقلب مفتوح وابتسامة عريضة وإدارة ناجعة. كما ولا بد ان يتشكل مجلس محلي قوي يخلّصنا من محاولة إدارة المستشفى “بالريموت كونترول” من جنيف.

نأمل ان تقوم القيادة اللوثرية بتثبيت موقع الدكتور نمور، ولكن الأهم أن تضع آليات ومنها تشكيل مجالس محلية قوية وذات مصداقية لردم الهوة التي شاهدناها بين ما تراه الغالبية العظمى من المقدسيين وغيرهم وبين الإشاعات غير الموثقة لقلة قليلة متخفيه ولها أهداف خاصة.

Wanted: strong local boards to support parachurch institutions such as Augusta Victoria

Parachurch institutions often go from one crisis to another producing a heavy burden to its managers and causing major loss of credibility and sustainability.

While there is no single issue that one can put their fingers on, however, there is rather a range of causes some internal and others external cause these crises.

This column will focus on one of these problems that have been exposed recently in the case of the Geneva-based World Lutheran Federation which is the owner of the Augusta Victoria Hospital in Jerusalem.

The current problem at the hospital has risen due to the increase in unproven and unpleasant allegations from unknown sources that have reached the leadership of the World Lutheran Federation (WLF) in Geneva. This has forced the WLF to schedule a hearing session Thursday October 7th , for the director of the hospital Walid Nammour, a physician and human being who is loved by Jerusalemites and Palestinians at large.

It was therefore normal that once a petition was posted online in support of Dr. Nammour, a large number of individuals signed it with their names and added commentary supporting the doctor whose hands are clean, whose heart is sensitive to the needs of the entire society without any distinction or discrimination.

What this means is that we have a huge gap between what is happening on the ground and the information (much of it fabricated by anonymous people and posted on social media accounts) that reaches decision-makers in another country.

There is no doubt that any organization that depends on a hierarchical management system with the owner’s/decision makers living abroad are susceptible to unfounded rumors. And this is the crux of the case here. It is therefore highly important that organizations owned and run from outside to set up strong local mechanisms that will allow it to get credible facts and to knock down unproven fake news that is often created for a particular partisan purpose to serve a person or a group of people.

Reliable persons at the hospital state that the director of the WLF in Geneva decided last year without an explanation to cancel the Augusta Victoria Hospital board which included one Palestinian, Dr. Nasser Kidwwa, out of 12 foreigners of different nationalities in addition to the Lutheran bishop at the time. This functioning council was replaced with an advisory board, according to this source, that includes two Palestinians, Dr. Ola Awad and Sam Bahour. According to this source, these members are apparently not aware of what is happening in the hospital. A Finish director of WLF Ms. Maria Immonen has taken over absolute power in the hospital and she eventually would like to run the hospital from Geneva, the source said. Some are worried that in the future Immonen will appoint a foreign director because she appears to have that attitude of trying to control things.

What is needed from the World Lutheran Federation in cooperation and coordination with the Lutheran Bishop Sunny Azar and other local leaders, to appoint a board of trustees or a strong advisory board made up of local men and women of repute and integrity so that this can become a wall that will repel unfounded rumors and at the same time give advice and direction to decision-makers at the hospital?

The very attempt of creating a strong board whose opinions are heard will lessen the problems but might not solve them. As has been seen in other organizations, individuals at the top of such boards often take advantage of their position to delay the progress that others might take credit for and might also prevent the applicability of a transparent system.

People around the world have fought and succeeded in ending colonialism, but in the Arab world and especially in Palestine and Jordan, we are still witnessing religious colonialism. It might be hidden at times and at other times it comes out under different names and different justifications. One of the more recent of those issues was the appointment of an Italian as the Latin Patriarch of Jerusalem. His appointment to his important position covering Jordan and Palestine was taken, we are told, because of some mistakes of Arab church leaders. This reflects a generalization and a rejected attempt at western stereotyping all Arabs because of some bad individuals.

Dr. Walid Nammour, according to the public statements of so many people who used their real names, has done an excellent job as head of this Jerusalem hospital. But some anonymous individuals including possibly some Christian leaders from the same church have been trying to replace this honorable man so that their power within the hospital can increase. They want to be able to extract more from this important and successful medical center that has a proven and well-regarded record.

A strong local board might also end attempts at trying to run the hospital by remote control from Geneva.

Let us hope that the Lutheran leadership will not only keep Dr. Nammour in his position but that it will create a mechanism including setting up a strong local board with credibility whose number one task would be to bridge the gap that we are witnessing.  There is a chasm between what the vast majority of Jerusalemites see and the unproven rumors by a small group who have their own agenda and purposes
